You will need to do some cloning and/or rebuilding of really nasty spots. You may be able to use burn/dodge methods to even out bits of it, but if you're not careful, it's easy to end up with something that looks very flat rather than smooth. If I didn't work on something like this for a while, I would definitely use reference material. It helps me figure out when something is definitely off track. You don't need to match the reference. You just need some idea of well moisturized lips, preferably from someone of similar appearance. I think this will help more than focusing on low level mechanical details. Good luck.
That's not really better. The color is way off, and it just looks retouched. You really need to hunt down some good reference material. It will help you develop a better idea of a reasonable target.
Not even close. If you intend on doing retouching yourself, first study the subject, then try to implement techniques. Look at a lot of images, build up a reference base. Anyone can suggest anything, but only way to achieve good result is if you know what good result is.
That's better, but the lower lip still has a lot of the original chapping.

Work in layers using a mask to expose the parts of the "new lips" you want. Then use whatever color tools you like (in this case I used Selective Color and Curves) to adjust color and brightness. (This is a bit rough, but it shows you the technique to use.)

Can someone please help me figure this out. I tried some smudging and blurring but my results were not good at all. Looked like the lips were painted then. Any ideas how to make these back into soft unchapped lips. This is a picture of my baby girl and when I printed it large the dry lips really stood...
I do not know what to do with these lips! I have attached two files: a before and an after. I acknowledge the after isn't half finished, but I'm not sure I'm handling this correctly.
I spent a good amount of time using Free Transform and Liquify to try and reshape...
