Clear white light in neon-signs + warm red light and reflections + coldish blue green ambient lights.

How do you do it? Especially the white crisp lights?

Clear white light in neon-signs

The white lights aren't white. They're quite yellow. Also check the raised shadows. Lots of cross processing in these images.

So, you mean it is all curves etc. no partial editing?

I suspect mostly curves. Could be some selective darkening of some shadow areas, but not much. Check RGB values in the highlights and shadows; they'll be your best guide for making curves adjustments.
