Firstley, I would use these eyes for your other post about eye glare.
Secondly, I agree with Tulack, it depends on what your vision is for the final image. also, how the photo is going to be used.... FAcebook profile pic, magazine cover, Album cover, wall hanging, or photo real or abstract. To just get rid of glare... clone tool set to darken with several selections near glare for getting texture and using the fade tool for each stroke to blend to your preference.
If you shot this, I would do it again, or next time, a little different.
Balancing a dark environment with flash can be difficult, especially if there are objects that protrude closer to the camera than the subject. To help even the exposure use a softbox or umbrella to feather the light away from the closer objects and focus it on the subject (moving the light away form the camera also helps). Use ambient exposures for everything else and blend that with the flash. This is similar to daylight with flash, just longer exposure times and maybe more power to the flash. A softbox will "soften" the light and help reduce reflections.
If you can not shoot again, I'd say:
1, eliminate face glare
2, darken down area in the front especially bright area
3, increase contrast of cloud,.etc, to get more layers in the sky. Lucky to have cloud there.
4, increase lights of the skycrappers.
