Try duping the layer and applying Multiply blend mode. Then dupe the blend layer until you have the black levels you want. Then apply a curve adjustment layer to get the overall tonality you seek. Then use your spotting/healing tools of choice to get rid of dust and damage.
Short of painting or copying in from another photograph, you're not going to be able to create detail that isn't there to begin with.Learn by teaching

by plugsnpixelsBack in 1985 I was part of a college trip to Europe on the way to an archaeological dig in Jerusalem. As best as I can recall, these photos were taken in Mattsee, Austria.
It appears I took these “human studies” from a hotel window as I watched the locals going about their business....-

by Gleitcouple of weeks ago i asked about advice of how to make fire in ps....got some nice replys...however I ended up shooting the fire seperately and mixing with the model in studio...this is just a few example...still retouching...so if anyone would like to see more, there is plenty more where these came...
