Safi, welcome to RP! Your image is way too small and over-compressed to accurately see the problem. It is not clear if your issue is texture of the scanned media, or color noise, or both. Try posting a larger sample (approx 3 x 5 or 4 x 6 @ 72ppi). When you "save as" a jpg, slect the highest value (highest quality) compression setting.

remove microscopic white dots from a scanned image
          by gthursby
When I scanned a very thin b&w negative and adjusted contrast, tones, etc the image has many microscopic white dots that are too large to remove using a noise reduction filter such as Neatimage (at least in the usual way). The most obvious areas are the dark areas and it would be particularly useful...

          by digipainter
I need suggestions & methods to remove the crease marks from these 2 shots.

Whats the best way to retain the texture & pattern of the fabric & make them look as there were no marks on these.

How to remove these scrapes from an image?
          by jarsam
          Hello gang,

When restoring damaged old photos, I see from time to time photos containing scrapes, of the kind seen in this photo (eg: visible above and to the left of the building's chimney, and below and to the right of the park bench) http://s1076.photobucket.com/albums/w453/jarsa...
