Richard,
I have just learned that Elements (v2) will work with Adobe Encore DVD through the "Edit in Photoshop" command. What it will not do is allow the Photoshop (v6+) Layer Sets that make up Encore's menu buttons to be edited. However, it will allow one to edit any other part of the Encore menu.
Based on what you have learned about Elements, is there any combination of actions, Hidden Power tools, etc. that will allow Elements to "peek' into the layer sets and perhaps even edit them? It turns out that Elements can edit the text layer of the layer set using the text tool; maybe that's a useful clue.
Having asked that, I just have to comment again on the fact that Elements is a surprisingly capable substitute for big brother Photoshop inside of Encore DVD!
Jeff
