    Not sure regarding photoshop elements, but I can share what my workflow would be with photoshop - there may be something you can do that would be equivalent.

    First I would do a curves adjustment layer to set whit and black point

    For taking a picture of the whole collage with a camera ... one technique I use for correcting for being out of alignment is to measure the original exactly. Then use the Rectangular Marquee Tool and set the Style to Fixed Ratio. Enter the Measurements in Width and Height. Use that to create a guide...

    I would try duplicating the layer, changing the new layer to lighten blending mode, nudging that layer left or right just a little until some of the damage disappears. masking the whole layer and filling with black on the mask - paint on the mask white to bring back just the areas where it doesn't change...

  • Ran a quick test that used motion blur filter set in the vertical direction on a new layer (darken or lighten blend mode) and then moving that layer up slightly. Tried Smart sharpen motion mode after but didn't like it. Started to play with each of these lighten and darken mode layers set to 50 %...

    If you are working in Photoshop I would look at the hue/sat adjustment layer and the selective color adjustment layer - in both you can target just the reds and then of course you can mask to just the lips also, just doesn't have to be a real accurate mask.

    Nice, good choices overall for bringing in parts of other photos to do the restoration. Only problem I see is the woman's right arm - no elbow where there should be and the arm looks stretched unnaturally....

    i assume you are doing the work on a duplicate layer .. one workflow is to ...
    - clone / healing brush / smudge tool (remember you can bring back texture with the healing brush) across the ribbon not worrying about getting it right in terms of the edge...

    you do have patches of skin above the sweater on either side of the necklace that could be use, mask and make sure you have shadows where they should be ... I am with the others though the simplest is to pull up the shirt

    Fixed them and delivered. Just wanted to give a final update ...

    The big mistake I made was I was wearing my photographer eyes, when cleaning up and adjusting tones I didn't clip but I should have left more detail in the lights...
