I started by removing detail. I, personally, used PSP Edge Preserving Smooth. I think that PS Smart Blur would work, too. Next, I selected the sky, and simplified using cutout. I followed this with a gaussian blur.

For mine, I increased saturation and contrast. Darkened the edges of the foreground, and used impressionist on the background.
